Eugenia was considered a spy for the Confederacy and a threat to the Northern war effort and imprisoned in Washington, DC for three weeks. She then returned to her home in New Orleans, LA where she was characterized by Union General Benjamin Butler “an uncommon, bad and dangerous woman, stirring up strife and inciting to riot”. She was banished to Ship Island, MS, a prison for Confederate prisoners of war, for three months. Her sister Phoebe Levy Pember operated one of the Confederate hospitals in Richmond, VA during the Civil War.
